Every responsibility and every commitment spelt out by that doctrine is derived from charity which, according to the teaching of Jesus, is the synthesis of the entire Law cf. All this — it should be stressed — is still valid today, despite the fact that the capital market has been significantly liberalized, and modern technological thinking can suggest that investment is merely a technical act, not a human and ethical one. For the believer, nature is a gift of God, to be used in a responsible way.

In a climate of mutual trust, the market is the economic institution that permits encounter between persons, inasmuch as they are economic subjects who make use of contracts to regulate their relations as they exchange goods and services of equivalent value between them, in order to deytsche their needs and desires.

In this spirit, with confidence rather than resignation, it is appropriate to address the difficulties of the present time. At a distance of over forty years from the Encyclical’s publication, I intend to pay tribute and to honour the memory of the great Pope Paul VI, revisiting his teachings on integral human development and taking my place within the path that they marked out, so as to apply them to the present moment.

The Pope reiterates his belief that charity and truth are essential for integral human development, both for the individual and for peoples. The acceptance of life strengthens moral fibre and makes people capable of mutual help. Opposition politicians accuse the government of pumping up the issue for political gain. To consider population increase as the primary cause of underdevelopment is mistaken, even from an economic point of view.
